515601 - Update shipped-locales with locales to include in the build

Please gather an update to the shipped-locales file and a file containing the list of locales and their revisions to be included in the Thunderbird 3 Beta 4 release.

Actually, since this release will be using MoCo release automation, the l10n setup is slightly different.

[comm-central]/mail/locales/shipped-locales only needs the list of locales
[build/buildbot-configs]/thunderbird/l10n-changesets takes the list with revision numbers

Patch for shipped-locales. This is shipped-locales updated with copy and paste from comment 3. I'm assuming Simon's got everything and I checked comment 2 and comment 3 matched up.

As this is effectively copy/paste I'm gonna give r=me and a=me and get this checked in so we can start build.
