Details

The current algorithm returns results for en-US + your locale, so looking for a DE-only add-on yields no result in the en-US locale. See this comparison, for example:

https://addons.mozilla.org/de/firefox/search?q=benefind&cat=all
https://addons.mozilla.org/en-US/firefox/search?q=benefind&cat=all

I think the expected behavior should be that both yield the same result for this search. In more general searches, results in other locales should probably have less importance.
