cvs tag -F RELEASE_AUTOMATION_M15 fx-moz19-bootstrap.cfg xr-moz19-bootstrap.cfg

Please be careful only to retag those two files.

Attachment: Unthrottle 3.0.14 on beta channel, and add throttling for 3.0.15 MU

The current state of the 3.0.14 snippets is beta,betatest,releasetest point to 3.0.15 build2; release still points 3.5.3. Drivers OK'd the push of 3.0.15 to beta channel earlier today so the main point of this is to unthrottle background checks for that. It also sets up the 3.0.15 --> 3.5.4 MU for when we ship those releases, so that AUS throttles background queries per our recent SOP.

I've tested this on aus2-staging, making sure the only change for 3.0.14 is that beta becomes unthrottled to background checks.

We need to unthrottle 3.0.14 on the release channel now that 3.0.15 has shipped - in fact we no longer need any throttling so this removes it all.
