As discussed in bug 511486 we need to do a fake release for 3.0.15

We've been better about doing fake releases before real releases. However in this case, we think nothing has changed since 3.0.14, and time is short. Lsblakk will dbl-check with others Monday morning to confirm.
Moving closed Future bugs into Release Engineering in preparation for removing the Future component.
