kill thread doesn't work from Tools after the fact in news filter.  20090924 build

I have an old filter to kill subject contains watches, so I wonder if this isn't a regression?

I didn't think that after-the-fact filters worked at all in news, bug 178870

it works if I define the filter to be newsgroup specific. so this may be dupe of Bug 387337.

tested trunk to reconfirm, and respond to comment 1. Didn't test v2 

"watch" fails in the same way for after-the-fact for filter defined at SERVER level. works if filter is defined at NEWSGROUP level. probably true also for tags.
