This just a quick suggestion for solving the ongoing debate about the design of the new TB3 message header buttons.

How about those buttons are added (or addable?) to a toolbar that can be docked into either the main app toolbar area, or the message header as it is now.

Disgruntled users could then drag the button toolbar to wherever they wanted it.

With bug 519956, this won't be solved exactly the way you describe it, but the old buttons that used to be on the main toolbar are still there if you want them, and you'll be able to hide the message header toolbar, so the end result is the same.
I'd consider this an interesting extension of bug 519956 to be able to directly move a button (or a set of buttons) from the header pane to the main toolbar. This would/may prevent you though from having them at both locations.
I would vote for making them have a fixed position (or user-customizable fixed position, if you want) in the toolbar.  Right now, when you scroll a long list of message recipients, you also scroll the toolbar buttons, which is just weird; furthermore, you actually have to scroll to get to the "Other actions" popup menu, which is even weirder.

Not sure whether this should go in this bug or bug 525210.
