The current throttler in the Socorro collector is a little too simpleminded to work for rejecting product/version pairs.  As more p/v pairs move into senescence, the existing regular expression technique will likely not handle the load gracefully.   

We need a supplemental technique to accomplish the aims of Bug 466720.
Per ss, we may want to also throttle based on OS.
We don't easily have the OS info available at the collector stage. It's stored in the minidump. bug 521349 might be useful here.

@aravind - I don't see a need for this in 1.5, if I'm wrong can you document the requirements.
umm.. I didn't log this bug, Lars probably had some use cases in mind.. I'd ask him.
If we aren't feeling pain or expecting to use it within 1 month, we should not work on this bug for 1.5. Moving to next release. Thanks.
