This looks like you would be voting to change the importance, or to support the current choice of importance. On the voting page it does not say what you are voting for, so it looks like you may just be voting for the bug, to say it's important. I just voted for that bug, because I thought it was more important than 'normal', but maybe I have only succeeded in reinforcing the idea that it is of 'normal' importance. People are also less likely to vote in the first place, if they don't know what it means, so the voting feature is broken. Reproducible: Always

I would say "valid" and the bug is to update the voting page to explain voting to users so that it is clear. However, the reporter is correct that voting is directly associated with importance, however, it is to increase the importance, not to agree with the current importance.
