Currently the browser needs to crash twice before the user is asked if and which pages he wants to restore. 

I favor this choice after each crash. Seamonkey crashes such seldom that no additional nuisance is given when this question is made on every crash. If developers decide in bug 481400 to leave the default setting as it is (choice on second crash) this feature request asks for a GUI access to this setting in Edit | Preferences | Browser
