Not using a master password, migrating from 2.0.0.23 release version to 3.0pre (20091015 Win32 nightly) shows three tabs at initial startup:

 - The default Inbox;
 - the Migration Assistant (focused);
 - the What's New page (initially focused).

While showing the migration manager, the password prompt for my IMAP account already shows up. I have to cancel it in order to make the selections in the Migration Assistant. The Inbox throbber keeps spinning after that.

This should be relevant for cases where the user wants to opt-out from offline synchronization, in that case the IMAP password should only be requested after the Migration Assistant is finalized to avoid premature synchronization.

This apparently has been replaced by the behavior stated in bug 563290 and thus should be equally WFM once bug 560742 has been checked in.

This is now nicely timed with Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.2.4) Gecko/20100526 Thunderbird/3.1; first the migration assistant, then the password prompts if necessary. Closing per previous comment.
