Currently the staging site is not very usable since it automatically moves things to the live site. The solution had been for people to develop on a local copy of the site, but that doesn't work well when someone needs to share a work in progress with others.
We're hearing from the web l10n community that they'll need a public staging environment for the site that can be viewed by teams of people if/when they start localizing content on www.mozilla.org. So our current staging setup is a blocker for localization.

This is referencing the staging situation on the legacy version of www.mozilla.org and it doesn't need to be fixed.
