The form manager in Seamonkey 1.x was a casualty of the switch from XPFE to toolkit; it seems like something that really should be part of the program.  There is an extension that seems to work nicely, however:

The old form manager is gone, but a new form manager is certainly desirable, particularly to address the problem of filling out the same form with multiple sets of information, on a by-form rather than by-field basis.

Examples of this are ordering for delivery to multiple projects (both names and addresses change), and filling out government forms.

Some means of saving an entire form like a bookmark of multiple tabs would address these problems.
