Gettext will need this.

I'll (re)created all messages.po files except for es_CO, eo and fa. They have already landed and I will need to merge them afterwards.

I'll also land a messages.pot file in trunk/locale as a reference.
Landed in r54900.
r54907 merged es_CO, eo, fa and it, and added the extract-po.sh script. r54910 fixed encoding problems that were causing msgmerge and msgfmt to panic.
