52631 - "Open Location..." window not properly focused when activated

In nearly all browsers, including NS4, when the "Open Web Location..." command
is invoked the a dialog is popped up and the text field for the location is
focused, so the user can simply start typing after invoking the command (the
only exception I've seen is IE5/Mac, which doesn't pop up a dialog but instead
focuses the location bar on the main browser window, so you get the same general
effect).

When Mozilla's window pops up, there's a focus rectangle around the Location
box, indicating that it should be focused, but it actually isn't; the user must
still click the box before typing in the URL. While more of an annoyance than
anything else, it's still a deviation from long-ingrained standard behavior.

Reproducible: Always
Steps to Reproduce:
1. Launch Mozilla.
2. Bring up the "Open Web Location..." window, either via the [CTRL | Command]-L
keyboard shortcut or the File|"Open Web Location..." menu item. Note the focus
rectangle around the text box. Do not interact with the window in any way yet.
3. Type any URL (or any other text).

Actual Results:  The text typed in should appear in the text box, and if "OK" is
clicked the browser should attempt to go there.

Expected Results:  Nothing happens, and if the user clicks "OK" then the box is
treated as if it is empty.

duplicate of bug 50128 -open web location does not give focus to dialog text field
bug 42045 was the open button is always greyed out.
