Text hides when the window width is small.
(1) Open the testcace I attach below. It contains a simple text.
(2) Make the window size small to the extent that the "M" icon on
Navigation toolbar hides. A part of the text hides. It should be
moved to the next line.

This is the consequence of bug bug 20318, "Scrollbar disappears if window
is made small enough"
There is in effect a minimum width on browser window.

verified dup (although I asked someone to just fix this today, since it arises
from a trivial bit of CSS).
