We have fixed the same thing for content already in bug 516729. But as you can see in the addons manager we miss the same feature for the "Recommended Add-ons" link in the "Get Add-ons" pane. Clicking on elements outside of the current view does not trigger a scroll. That's why we fail to click on such elements.
