Steps to Reproduce: 1. Download and open the .exe WinMo build from http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-mobile-1.9.2/ Actual Results: During installation, I receive a "Archive extraction error: 1" and the process is stopped.

Unable to reproduce. Did you uninstall old Fennec installation first? More importantly: are you sure Fennec was not running when you were installing a new version? It could be the case (that's a known issue).
I had not uninstalled the cab version of Fennec. That's what caused the issue. If this is the case, it definitely needs to be relnoted for those that are currently downloading and installing fennec through .cab files.

The uninstallation itself is not really required. Fennec can be installed over the old version (it may show an error about shortcut creation though). The main problem here - if the old Fennec was still running, the files are locked, and cannot be overwritten.
Depends on: 529897
Same issue today, installing a .exe of today's nightly (11/20) brings up an extraction error with the same message explained in the reporting comment.
Summary: Cannot install Fennec with .exe file on 11/19 1.9.2 nightly build → Cannot install Fennec with .exe file on 1.9.2 nightly builds
This definitely happens because of Fennec.exe running in the background. When the FastStart service is enabled in the build (and it is by default), Fennec process does not quit when the main window is closed, but keeps running, the files are still locked, and cannot be overwritten by the installer. This should be fixed by the changes for the bugs 529897 and 530889.
Depends on: 530889
Bugs 529897 and 530889 are fixed now, which fixes this bug.
