could be related to watson 2483864
QE would like to have this addressed asap as intermittent bugs cause havoc in the build system since it will randomly fail the build.

Tried out the core file, but couldn't find matching symbols in the build dir so it didn't help. Investigating the watson version of this bug which is claimed to repro easier.
The above patch does not fix it. Ed found the fault in LirReader::read() we need to avoid entering the LIR_skip loop when we encounter LIR_start...since there are no prior instructions once we hit LIR_start.
