532851 - Socorro UI - raw crashes missing do not fail gracefully

after processing a crash, the processor/monitor batch the move of individual crashes into successful storage.  That batch move only happens every so often.  There is a chance that an expected raw dump will not be there.  Currently, we just get an orange box with the message "Unable to Complete Request" - this looks like a default error message.

By the time that you read this, the following link will be available.  But it isn't right now.

to reproduce this problem, submit a new crash, queue it as a priority job. When you finally get to see it, move immediately to see the raw dump.

Don't apply this patch directly - you'll need to change the directories to match what you have locally.  This is a modification of the .htaccess stuff at

Not necessary, but would be nice to have:

Throw a 204 status code instead of a 200 status code.

Include MPL license and brief controller description in the header documentation.
