534572 - Volume slider does not adjust based on user preference

Play the sample. On the right side, near the :30 mark, there should be a slider to adjust volume that pops up when activated. Isn't it supposed to be able to slide up/down based on user command? In my case, it's not.

Reproducible: Always

Steps to Reproduce:
1. Play the song sample. The bug should "activate" with any song sample within Wikipedia, and possibly other sites.
2. Try to adjust the volume by adjusting the slider which pops out of the right side of the bar.
Actual Results:  
The slider just disappears as if the rollover event never happened.

Expected Results:  
The slider should go up and down, based on user desire, adjusting the volume as appropriate.

This is also broken on Branch.

Another observation: The volume slider works as long as its contained within the media boundaries. Which means this doesn't affect Video of a certain size. Standalone audio controls reduces that boundary significantly causing the the Volume Control to disappear once the cursor leaves the media bar.
