After arrow-scrolling in tree, rows are not correctly refreshed

If I use the up-arrow key to scroll upwards in a tree (e.g. the mail thread
pane), when I release the key and scrolling stops, the thread pane is not
correctly updated. You can see this by selecting one of the rows, or by
obscuring and exposing the tree.
This is a very evil bug, because it would be very easy to delete the wrong mail
messages because of it.

Nominating dogfood, because of potential data loss issues.

There are too many refresh problems to make this a dogfood stopper.

(after seeing the dupe)note that since this is at the tree widget level it shows up everywhere
e.g the manage bookmarks window, the bookmarks sidebar tab, and the global history
window. Adding regression keyword, in the good ol' days, my tree widgets scrolled just fine.
