When secure connection can't be estabilished (due to bad certificate or similar) the "I understand the risk" can't be activate with keyboard.

Steps to Reproduce:
1. Open url https://users.archlinux.de/~gerbra/mirrorcheck.html
2. Try to continue browsing using only keyboard

Actual Results:  
"I understand the risk" and "Technical details" are not accessible so it's not possible to continue browsing

Expected Results:  
Both "I understand" and "Details" should be accessible from keyboard
