When using the Up and Down buttons to sort existing filter order, the Message Filters window always scrolls to the top of the window. This makes it cumbersome to sort filters at the end of a list of filters that is longer than the view allows.

Reproducible: Always

Steps to Reproduce:
1. Create a set of mail filters, E.g. 100
2. Resize the Message Filter window to show less than the complete list of filters: E.g 50
3. Attempt to move a filter from the top of the list to the bottom of the list with the Down button
Actual Results:  
The Message Filter window seems to always scroll to the top of the window after each Up or Down operation. If the user is trying to sort the filters at the bottom of the list, this forced scrollback is disruptive, and requires scrolling back down after each Up or Down button press. This gets cumbersome while organizing a long list of filters (e.g. hundreds).

Expected Results:  
At minimum if a filter entry is selected and the Up or Down button is pressed, the Message Filter window should scroll just enough to keep the selected filter in view at the new location to allow repeated Up or Down button presses on the selected filter to provide feedback to the user at to the new position of the selected filter particularly within a long list of filters. This would be consistent with typicial OS GUI behavior for similar dialogs.
This bug has been fixed, and should be available in TB 3.01 when it releases in a week or two.
