Type enough lines to generate a vertical scroll bar
Delete enough again so the scrollbar should disappear.

Most of the scroll bar remains.

Move mouse out/in to textarea.

Scrollbar now disappears.

I'm guessing bug 526394.

Not sure if it's a similar problem, couldn't reliably produce STR
