We should remove gu-IN (Gujarati), mk (Macedonian) and mn (Mongolian) from all-locales for now. The reasons are:

- We do not support these releases with our current release (TB3) and there are 
  no efforts underway that I'm aware of to change that.
- For Mongolian we never had a public Thunderbird release of any sort. The last 
  public release for Gujarati is 1.5.0.14, Macedonian at least came to 2.0.0.23
- It will lessen the load of our l10n build machines

CC'ing Pike (as requested) and locale owners to keep them informed. Please speak up if I missed something here.
Being a Gujarati Language Co-ordinator for Mozilla localization, I give green to remove "Gujarati" from Thunderbird releases page, since we do not have any active contributor who can spend time on working Thunderbird Localization.

Sure.

Btw, you also might want to think about the end users who might be using the older versions of Thunderbird Gujarati on their computers. Just in case they demand, we should be ready with the sol'n. :)

That's pretty hard, as TB 1.5 was the last supported release of gu-IN and 
this release has been unsupported for more than two years now. We also 
can't just offer those users a major update to an English TB3, as our system 
requirements have changed significantly since then (e.g. we do no longer 
support OS X 10.3, NT4 and Win98) and offering a major update to users on 
such systems would totally break their installation.

Incidentally this is the reason why we will be releasing 2.0.0.24 real soon, 
because this issue also exists in TB2 builds until now and we can't offer a 
major update to those users as well, until that issue is fixed and we can 
exclude users from unsupported systems from receiving the major update 
notice.
Mark, this is a small 3-line patch and should be pretty straightforward to review.

I'm also asking for an exception of the automated testing rule for comm-central since it makes no sense here in my opinion.

Remove the three locales from all-locales

As discussed on irc I think we can remove these from 1.9.1 as well (we can always add them back if we get localisers working on them).
