542609 - Manually marking message as Junk does not move to designated folder if adaptive controls are disabled

I have enabled:

Tools > Options > Security > Junk > 'When I mark messages as junk: Move them to the account's "Junk" folder

When I manually mark a message as Junk it does *not* move the message at all, much less to that account's Junk folder.

I do *not* have:

Tools > Account Settings > Junk Settings > 'Enable adaptive junk mail controls for this account' enabled.

I see no reason for the adaptive controls to be active in order for the manual move to work.

Reproducible: Always

Steps to Reproduce:
1. Enable "Tools > Account Settings > Junk Settings > Enable adaptive junk mail controls for this account"

2. Disable "Tools > Account Settings > Junk Settings > Enable adaptive junk mail controls for this account"

3. Manually mark a message as Junk - it doesn't move to the designated folder.
