I've received msg with charset="windows-1251":

MSG saved in HTML format is unreadable

It can be viewed after changing charset in browser.
Replayed MSG is readable:

Can you use the add attachment link to put your examples in bugzilla ?
Wada-san does this looks like a known bug to you ?

This is clearly happens to me to even on 2.0 tree.
