Due to screwed up behaviour of Google using geo-ip calculations to decide what to serve clients, it is a reasonably common thing to edit google.xml to specify the country specific google site. This (and all similar files) should therefore be per profile.

This would break our ability to update the files. It's already possible to hide the default engine and install another custom engine with a similar (but not the same) name in your profile, so I recommend you do that instead.
Note also bug 511017 (and related bug 504045), which should alleviate the general issue with "screwed up behavior".
