The current situation is a throttled 3.5.7 -> 3.6 major update on beta and release channels, and once we push 3.5.8 to the beta channel we need to unthrottle that. The patch also sets up throttling for a 3.5.8 -> 3.6 MU, which will be enabled when 3.5.8 ships for realz.

3.0.17 is already unthrottled so nothing to do to support 3.0.18 going to the beta channel (presumably at the same time as 3.5.8).

Moved AUS2_PRODUCTION to rev1.62 of config-dist.php and tagged all of webtools/aus/ with AUS2_RTM_201002091309.
