With IPC plugins enabled, the video won't progress unless I constantly move my mouse inside the flash player.  If I stop moving the mouse, the video stops pretty much immediately, and the sound stops after a second or so.

Yeah, that sounds a lot like this bug.  Feel free to dupe.
I placed a question in bug 539964 to be sure.
The bug is gone in http://hg.mozilla.org/projects/electrolysis/rev/482029a3e147, but manifests in http://hg.mozilla.org/projects/electrolysis/rev/1be234301318, according to Karl.  So removing XPCOM from plugin processes definitely caused this.

Almost certainly a different problem than bug 539964.

NOT FIXED.
This only began when I updated to 40.0.2/linux.  Youtube videos play fine, but others (possibly html5) only play while the mouse is moving.  The sound continues when the mouse is still, but the picture freezes.  When I move the mouse again the picture catches up with the sound.  Two other persons that I know of have had similar experiences.
