I'd really like to be able to pick a set of components and be notified any time a bug enters that set (due to being newly filed or to being moved from a component that wasn't in the set). That would be a lot more useful to me than watching components wholesale.

Note that you can already track bugs which are filed in a component you watch (thanks to the default QA contact), see bug 417290. This email preference is available in b.m.o. So this bug should focus on the "existing bugs entering a component" part only.
Yeah. I can sort of track that too using the "added or removed as QA" thing, but I don't really care about the removed notifications, and I don't actually care about bugs moving between different components I'm tracking.
