I believe that since we ship chatzilla by default, we really shouldn't clash with it, and that join channel is a more frequently used menu item than download manager. My proposal is then to change the shortcut for the download manager. Ctrl-Shift-Y might be an option, which would at least retain parity with Firefox on one platform. (Presuming that this doesn't clash with something else in turn (e.g. in lightning), of course.)
Neil points out that ctrl-shift-y is "undo close window". Figures. Maybe we should just go with Mnyromyr's proposal from above?
Traditionally, CTRL-3 was Message Center in Netscape's Navigator.
CTRL-7 was Netscape's radio homepage, CTRL-8 was unused, CTRL-9 was AIM. 
I'd propose taking CTRL-3 for the Download Manager (it's a somewhat independent main window), although I still think it isn't even important enough to get a shortcut in the first place...
I'm inclined to agree with c#2's choice; IFF we even want to have it as a shortcut.

firefox still doesn't have the ctrl+j shortcut in linux...
