Once we've released 3.5.8, and published the security update for 3.5.7 and older, we'll need to unthrottle 3.5.7. The new major updates from 3.0.18 and 3.5.8 to 3.6 will remain throttled for now (already set up).

Tagged all of webtools/aus AUS2_RTM_201002171316, and moved AUS2_PRODUCTION up to v1.63 on config-dist.php.
