54820 - :focus styles don't always go away when things lose focus

Overview Description:

  Recently trees without focus (on blur) were given new styling -- their 
  selected item(s) will change color to look inactive.  However, in the prefs
  window, you have to hover outside the pref pane before this styling becomes
  visible in the category tree.

Steps to Reproduce:
  1) Edit > Preferences...
  2) Appearance > Colors
  3) Click "Underline links"
  4) Mouseover somewhere outside of the pane (e.g. over OK/Cancel or the tree
     itself, or just outside of the window)

Actual Results:   The background-color of the "Colors" tree item doesn't change
                  until after step 4 is completed.
Expected Results: The background-color of the "Colors" tree item changes after
                  step 3 is completed.

Reproducibility: 100%

Mousing over the tree pane no longer makes it realize that it no longer has 
focus.  Mousing over the light green border surrounding the active item within 
the tree pane does.

I noticed a similar problem with links.  If you focus a link by right-clicking 
and clicking on title bar and then switch to another window, the link in the 
first window doesn't lose its dotted border unless you mouseover it (with the 
second window still in front).

Expanding summary from "Pref tree doesn't update to show lost focus until 
hovering outside of pane" to ":focus styles don't always go away when things 
lose focus", and reassigning to event handling.
