It displayed a generic "whats new in Thunderbird 3" tab. It did not have any 3.0.3 specific information or even a link to the release notes. The whats new tab should not be displayed unless it provides new and useful information. I've see the same thing when upgrading from 3.0.1 to 3.0.2 and when switching from a later version (nightly builds) to the released version using a shared profile. I can understand the latter case, though I think you're overlooking the possibility of somebody temporarily running a older 3.x release whenever they need to work around a problem in the latest 3.x release. I guess a decision is needed as to whether this is a dup of bug 548619 (and display something useful) or to prevent WN for minor updates.
