I just upgraded from 3.0.2 to 3.0.3 via "help -> check for updates". It displayed a generic "whats new in Thunderbird 3" tab. It did not have any 3.0.3 specific information or even a link to the release notes. The whats new tab should not be displayed unless it provides new and useful information.

I've see the same thing when upgrading from 3.0.1 to 3.0.2 and when switching from a later version (nightly builds) to the released version using a shared profile. I can understand the latter case, though I think you're overlooking the possibility of somebody temporarily running a older 3.x release whenever they need to work around a problem in the latest 3.x release. Regression bugs do happen.

I also want to see a way to DISABLE this tab from being opened - see bug 556508.

I guess a decision is needed as to whether this is a dup of bug 548619 (and display something useful) or to prevent WN for minor updates.

This is close enough to be a dupe, but note that bug 562297 is aiming at displaying something different for minor updates.
