551936 - Composition toolbar disabled

STR:

1. open compose window;
2. hit tab for move cursor from "To:" field to message body: composition toolbar remains disable. Menu-->Insert and Menu-->Format are also disable.

As workaround you can move cursor to subject or address list and then click on message body.

This doesn't occur with Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.1.8) Gecko/20100227 Lightning/1.0b1 Thunderbird/3.0.3 ID:20100227143138, but does occur with Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.2.2pre) Gecko/20100302 Lanikai/3.1b1 ID:20100302141414 (neither of these running in Safe Mode).

I'll see if I can narrow the regression range some more.

Can't find any duplicates after casting a wide net, so removing dupme.

Reading better bug #542060 maybe we can close this a dupe of him.
My only doubt when I have open this new bug is that bug #542060 has different STR that this... but probably underlying issue is the same... and is better to still bugzilla clean :-D

Nathan, please provide regression-range in bug #542060.
