When you use a window which has too little size horizontally, the vertical
scrollbar and the right end of the horizontal scrollbar disappear		

Reproducible: Always
Steps to Reproduce:
1. Load the site
2. Resize the window horizontally untill the scrollbar disappears

Actual Results:  The scrollbar should have remained visible	

Expected Results:  The scrollbar disappears

Tested in modern and classic.
