steps to reproduce:
1.Log into AMO account.
2.Try adding a tag to https://preview.addons.mozilla.org/z/en-US/firefox/addon/8585/
expected behavior:
After adding the tag,zamboni view persists
zamboni view lists the newly added tags immediately.
observed behavior:
After adding the tag,remora view loads
zamboni view does not list any of the newly added tags immediately.
additional info:
Zamboni view gets updated after a few mins

You're right, tags are still part of remora. Let me morph this bug into, implement tags for Zamboni.
Also, fwiw, once this is served without the /z/, even the remora tags API should redirect back to Zamboni.

do not want. tags are only editable via dev tools now
