Steps to Reproduce:
1. Go to www.google.com/news
2. Start panning and pay attention to the scrolling indicator

Actual Results:
The scrolling indicator takes up the entire page until you get about 8/10's toward the bottom of the page

Expected Results:
The scrolling indicator's height and position are accurately respective of the length of the page and my position on it.

Scroll indicators are scrollbar thumbs. They are affected by page loads. This bug seems related to bug 556603.

Is it incontrovertible that this bug shares the same root cause as the other? If not, we should move this to re-opened and mark it as a dependent on the other bug for the time being. We can always duplicate the bug later.
