right clicking in table, chosing table properties does'nt work

Reproducible: Always
Steps to Reproduce:
1.make a table (default rows/cols)
2.fill out a few rows
3.right click and select table properties...

Actual Results:  nothing

Expected Results:  property dialog could be shown, IO guess....

Right-clicking in a cell produced a context menu with a Table Cell Properties 
item on it. Right-clicking on the space between cells shows 'Properties..' which 
is wrong.

Please be more explicit about where you are clicking when you see 'Table 
Properties'.

I can't reproduce this bug on branch or trunk builds of mozilla on Linux from 
today nor on branch mozilla builds from today on Mac (or commercial installer 
builds on Mac from yesterday).

Picking Table Cell Properties, Properties, or Table Properties all bring up the 
appropriate dialog.

Could this be a Windows-specific bug?

Actually, my guess is that this is really a duplicate of a really old bug that 
was fixed long ago.  The build ID says that the build is from August (!) when 
context menus weren't working properly.
