We would like to restrict the number of people having the ability to raise the blocking request flags on the Thunderbird product. 

Discussion on why and how was held on tb-planning (see https://mail.mozilla.org/pipermail/tb-planning/2010-March/000006.html).

The initial group of people that should be able to raise those flags are listed at https://wiki.mozilla.org/Thunderbird:Blocking_Flag_Policy:List .

What else do I need to provide for this to happen ?
