(Note: this is filed as a meta bug as part of the “Paper Cut” bugs since we assume that there are multiple existing bugs related to this behavior. Please make them block this bug.)
To reproduce:
1. Go to YouTube, locate a video that uses Flash to play.
2. Press play, so the focus is now inside the video.
3. Try pressing Ctrl-T to open a new tab, it doesn't work.
(Note that this is mostly fixed on OS X, so use Windows to reproduce this)
Recommendation:
Keyboard shortcuts that are Ctrl/Cmd qualified + F1-F12 shortcuts should never reach the plugin, but be handled by the browser instead.
