To reproduce:
- Make sure you have the url bar open, by having one of the sidebars open.
- Push the stylus down, then move upward, until you are in the url bar area, then release the stylus

Expected result:
- Panning should stop, url bar should not get focused

Actual result:
- Url bar gets focused, awesome bar opens
