Attachment: Remove all throttling for 3.5.9

Now that 3.5.10 shipped we should unthrottle 3.5.9 on release (by removing all throttling).

I have shut off production-master and I have returned the following slaves to the pm01 pool:

* mw32-ix-slave02
* bm-xserve06
