New addon manager blocks installing language packs.
Even dropping in language tab, didnt do a thing

Reproducible: Always

Steps to Reproduce:
1. Install some language .XPI pack from HDD, by moving file to Fx window
Actual Results:  
Nothing happen

Expected Results:  
I should see installer info, to cancel or to install dropped addon

Does it work if you try installing from a webpage (such as AMO)?
Also, does it work if you drag&drop onto a tab that isn't the addons manager? More specifically, does it work when the addons manager isn't open at all? 

(Note: Drag & dropping onto any tab will work - it doesn't need to be the addons manager.)

This may or may not be related to bug 565040.

Bernes, just to make sure you already had the language pack installed before and then tried to re-install it?

Awww... wrong bug for duplicate, now number is good ;p

Yep, I have already installed language pack, but now I can install it, but it isn't shown in language tab in new addon manager
