The latest closed window can be opened by the menu 'History->Recently closed windows->First entry' or shortcut 'command+ shift+ N'
However, on mac you can close the latest window, and Firefox stays active.
When there is no window open, but FF is the active program, the shortcut doesn't work.
Reproducible: Always
Since the keyboard doesn't work
- a user has to use his mouse
- should do a lot of work to get that menu with the keyboard (control+F2; arrows,...)

I'm seeing this and couldn't find an existing bug.
FWIW I find it really really frustrating.
