To reproduce:
1. Run an older version of Firefox
2. restart firefox
3. updates are applied at startup

Recommendation:
Ideally we should update Firefox in the background. If this is not possible, we should update at shutdown, not at startup.

I think this is a dup of bug 489138 (which is also a metabug).
