Open a compose window. 2. Use the tab key to focus the message body. 2b. At this point, the spell check toolbar button, Menu item, and shortcut keys remain disabled. 3. Focus another control (the subject field, for example) with keyboard or mouse. 4. Click the message body with the mouse. 4b. Now the spell check features are enabled. This is a regression from 1.9.1 branch.

This could be on 1.9.2 branch only.
I can reproduce this looks a lot like bug 542060 - I'll mark it as a duplicate.
