If there are system-wide add-ons and no user add-on installed we should also show the button "Learn more about add-ons". Under such a situation new users will never be able to easily get information about what add-ons are for.

Note to implementer: Can get whether an addon is system-wide via the addon.scope property. Should probably do this for application-wide addons too (ie, SCOPE_SYSTEM and SCOPE_APPLICATION).
