In vertical view layout, some emails can push out the UI specifically the reply buttons and the scroll bar.

Sure about that? The issue in bug 520249 was that the header-pane buttons reached into the e-mail headers and truncated them (I think was resolved by another bug which I don't recall right now). The issue here seems to be that the notification bar is pushing the minimum size needed outside the available window space, thus I wouldn't expect this to be solved by whatever solved the address-header/button conflict.

Well, in bug 520249 comment #39, BenB refers the reporter of bug 522588 to yet another bug 530047, attachment 413725 [details] showing that it is fixed.
Given that bug 530047 didn't fix the notification-bar issue, this is still a different issue not solved yet. Having said that, I'm not sure what bug 520249 actually is supposed to fix, it seems to consist of a combination of multiple issues which in part are addressed by other bugs already.
I'm scratching my virtual head... :-\
